No. A lot of toners use drying alcohol to make skin feel "tight and clean" — we left it out completely. Rose Dew is built on rose hydrosol with humectants like glycerin and vitamin B5, so it hydrates instead of stripping.
Right after cleansing and before serum. Think cleanse → mist → serum → moisturizer. Misting onto slightly damp skin and pressing it in gives the steps after it more to work with.
